Story behind the Mail on Sunday piece

As promised, here is the full story about The Mail article I wrote... A few weeks ago Chris Chadburn from Venntax said, “There’s this interesting piece in Taxation that you should look at. He was kind enough to send me a cut called A Very Private Affair by Mark Morton. Now here’s the deal with a tax investigation, HMRC have to find something wrong with the tax records before they can ask for personal records. What Mark was saying was that inspectors were demanding to see private records upfront, which contravenes Article 8 of the Human Rights Act (not that that’s going to keep them awake. Anyway Mark was saying that the sections that dealt with this had been removed from the Enquiry Manual. Some mistake? I called HMRC press office to check on the impact this piece in Taxation had had – they'd never read it. So I emailed it over and they said – wait for it – “It is intended that the contents of CH223430 will be reinstated in due course.” I laughed so hard snot came out of my nose. I've just checked the Enquiry Manual and it's still not there!
